
Seattle - A powerboat (Bayliner) failed to give way to a (charter) sail boat (full of passengers) last night...according to the news this morning - even after running into the sail boat - the skipper of the Bayliner Trophy continued making way....Update - 1800 16th Sept - I was informed by a drive of one of the vessel assist boats that the operator of the power boat had blacked out prior to and for a time after hitting the sailing vessel - a fact omitted from earlier news reports.

So - the powerboat guy claims to have blacked out (did anyone get a blood alcohol level on him?)- what was the sailboats excuse for not taking appropriate action to avoid collision in ample time (rule 17 a ii)?
