My good friend Capt. Richard Rodriguez leads his Friday Harbor (San Juan Island - Washington State) Master 100 ton class through the 72 COLREGS.....could it be red over white fishing at night - no masthead light?
Richard just started his sixth year as an USCG approved instructor.
