NVICs....

The Coast Guard's Navigation and Vessel Inspection Circulars are available online at the following link. NVICs, as they're used as internal guidance on a variety of subjects including inspection and repair of wood and steel hulls - life saving equipment, towing hawsers, etc, etc - and other neat stuff.
